The Council Meeting held on Friday 22 September 2017 (formally adjourned from Tuesday 19 September) was the first meeting of the 2017-2020 term of Mosman Council, at which all Councillors were present.

Council had previously resolved to conduct a Poll of Electors on the issue of Council mergers at the local government elections on 9 September. Following consideration of a Mayoral Minute on this issue, Council has decided to slightly amend the proposed poll question.

Council again considered the issue of its ongoing membership of Local Government NSW. It was subsequently resolved by Council that it support payment of a further 6 months membership of Local Government NSW, and to continue monitoring the works of the organisation.

In response to a Mayoral Minute delivered by Mayor Peter Abelson, Council resolved that, in the event of a council election taking place on or around 9 September 2017, a full citizen poll be conducted on the proposed merger of Mosman, North Sydney and Willoughby at that election and the NSW Government be asked to respect the results.

Council resolved to maintain its practice of meeting on the first Tuesday of the month during 2017. The exceptions to this rule are November, when Council has traditionally met on the second rather than the first Tuesday of the month, and September, when the Council meeting will be moved to the third Tuesday to take account of local government elections scheduled for that month.

Council’s Audited Financial Reports and Auditors Reports for 2015/16 were presented to Council following a period of public exhibition. Council’s 2015/16 Financial Statements show an Operating Surplus (before capital grants and contributions) at 30 June 2016 of $1.038 million.

Council met to consider the implications of the judgment handed down by Justice Tim Moore in the case of Mosman Municipal Council v Minister for Local Government  NSWLEC 124 on 20 September 2016. It was agreed at the meeting that Council maintain its long standing opposition to forced amalgamation and continue to work with its legal team to maintain Mosman’s independence.

Councillor Roy Bendall was elected as Mosman Council’s Deputy Mayor for the 12-month term to September 2017. Councillor Bendall also served as Mosman’s Deputy Mayor from 2012-2015, with Councillor Carolyn Corrigan serving as Deputy Mayor in 2015-16.
