The following matters were considered at Council’s July meeting held on Tuesday 1 July 2025.
Mayoral Minute – Retirement of Council’s General Manager
The Mayor and Councillors recognised the retirement of Council’s General Manager, Dominic Johnson. Dominic has been Council’s General Manager for nine years, steering Council through multiple challenges including the COVID-19 pandemic and the delivery of key infrastructure such as the Allan Border Oval Pavilion. Council recognised Dominic’s strong leadership, commitment and tireless work and wishes him well in his retirement. Craig Covich, Director Planning and Environment will be Council’s Acting General Manager while recruitment is undertaken.
Mosman Art Gallery Fundraising Dinner
Council endorsed a proposal to pilot a new event at the Gallery, a gala dinner fundraiser aimed at creating cultural vibrancy while leveraging Mosman’s philanthropic supporters towards Gallery programming and infrastructure improvements. The Mosman Art Gallery is a significant regional gallery and through initiatives such as the fundraising dinner is exploring options for sustainable financial models that will enhance the Gallery’s value proposition.
Draft Mosman Park Plan of Management
Council endorsed the Draft Mosman Park Plan of Management to be placed on public exhibition following community engagement carried out in November and December 2024.
Middle Head Oval Tender Assessment
Tenders were invited for the redevelopment of the Middle Head Oval Pavilion and surrounding landscape. Council declined to accept all tenders received and will seek to negotiate with two of the proponents with a view to entering into a contract.
NSW Government proposed changes to the Community Participation Plan
The Department of Planning, Housing and Infrastructure (DPHI) is proposing changes to the Community Participation Plan which is the guiding document for mandatory requirement for community consultation on planning matters. The change proposes reducing the 28-day minimum exhibition period to 14 days for certain residential State Significant Development applications. Council does not support this change and believes it reduces the community’s ability to engage and provide meaningful feedback on significant and potentially high impact developments. Council will be drafting a submission objecting to the proposed amendments.
