Mayoral Minute – Support from Federal Government to increase Financial Assistance Grants (FAGs)

In the face of sustained cost-shifting from the Government to local councils, Mosman Council is calling on the federal government to raise the level of support to councils by increasing the Financial Assistance Grants (FAGs). The level of funding from FAGs has historically been closer to 1% of taxation revenue but over time has eroded to 0.51%. Increasing the amount would enable local councils to adequately fund vital services and infrastructure to residents.

Development of a Long Term Strategic Masterplan for Mosman 

Following extensive advocacy efforts, Council has determined a pathway for the development of a long-term masterplan for Mosman that will seeks to reduce the impacts of development associated with the Low and Medium Rise housing reforms and looks to allocate more density where it is more suited. The State Government has indicated its willingness to consider a long term masterplan with several provisos. The plan needs to be Council-led, evidence based and deliver at least the same amount of dwellings under the existing LMR implementation. The Government has also made clear that there will be no pause to the LMR while the plan is developed. In response, Council has developed a highly compressed timeline for development of a long term master plan of approximately eight months and has commenced work with a number of consultants towards the delivery of the Plan. Importantly Council’s plan will be taking into account infrastructure capacity and needs and undertaking in-depth community consultation in order to present to the Government a Plan that is robust and reflective of community sentiment.

Mosman Flood Study

Council has been undertaking extensive work associated with identifying data associated with flood behaviour and mapping. The first stage of the Flood Study was endorsed noting that a number of properties will be reviewed and that further phases of the Flood Risk Management Study and Plan are yet to commence as this is a multi-year project.

Community Engagement Strategy

Council has developed a comprehensive Community Engagement Strategy that will guide community engagement activities in the coming years. The Strategy was endorsed by Council following a period of public exhibition.

Notification period on State Significant Developments

A Notice of Motion was endorsed that notes the inadequacy of the new 14 day consultation period for State Significant Developments, particularly across public holiday periods and seeks to write to relevant elected members to outline Council’s concern.
