The following items were considered at the June Council meeting.

Mayoral Minute – HMAS Penguin

Council reaffirmed its opposition to any sale or privitisation of the HMAS Penguin site and supports its continuation as a public asset that should be secured for future generations. Council holds significant concerns regarding the proposal to partially divest the HMAS Penguin site, noting environmental sensitivity, historical and cultural significance of the site. The Mayor will pursue strong advocacy for the site, and is exploring working together with similarly impacted councils to develop joint advocacy approaches.

Adoption of MOSPLAN Operational Plan, Budget, Fees and Charges and Quarterly Budget Review

Council adopted the MOSPLAN Operational Plan, Budget and Fees and Charges related to the 2026-27 financial year noting Council’s continued projection of a financial surplus. Some adjustments were adopted to specific fees and projections following feedback received during the public exhibition period conducted through May. Council’s Quarterly Budget Review also demonstrated continued strong financial management with further modest surpluses projected for the end of the year.

Council’s submission to the Northern Beaches Network Review

In response to the Transport for NSW report on the transport network for the Northern Beaches and Lower North Shore, Council has prepared a submission that advocates for strongly enhanced scope and ambition for the review. Council will seek to support transport solutions across the region that are transformational nature and move towards strategic and long-term enhancement of capacity and infrastructure. Council highlights the significant constraint posed by the aging Spit Bridge infrastructure and will advocate for solutions that address the efficiency, capacity and resilience issues associated with the Spit and Military Road corridor.

Statewide Community Participation Plan

The State Government has released a proposed Statewide Community Participation Plan that outlines significant changes to community consultation requirements for planning matters. Council holds serious concerns regarding these changes and has prepared a submission to the NSW Department of Planning, Housing and Infrastructure. The Statewide Community Participation Plan proposes to remove public notification and exhibition requirements for a range of developments and it is Council’s view that it removes meaningful and necessary community engagement and restricts the community’s voice in significant matters that affect them.

Lime Bikes in Mosman

Lime Bikes has approached Council outlining its intention to operate a shared e-bike service in Mosman. Council cannot unreasonably refuse this request and has endorsed a structured approach to the engagement with Lime Bikes in order to facilitate suitable operational management. Council sees the potential of expanding active transport options, including reduced reliance on vehicles however this is balanced with the need to ensure community expectations for public amenity, safety and compliance are well managed. Council will update the community on the proposed introduction of Lime Bikes and arrangements regarding management and compliance.
