Council considered the following matters at its meeting held on Tuesday 4 November 2025.

Mayoral Minute – Recognition of Councillor Carolyn Corrigan

The Mayor recognised the recent award received by Councillor Carolyn Corrigan who was recognised with the Metropolitan Elected Representative Award at the 2025 Ministers’ Awards for Women in Local Government. The award, presented by Minister for Local Government Ron Hoenig recognises Councillor Corrigan’s work in public service and her work to encourage and empower women to strive for representation in leadership in local government. 

Mayoral Minute – Affordable Housing in Mosman

Mayor Kimber presented a Mayoral Minute for the development of an Affordable Housing Policy for Council that will identify opportunities for key worker housing, consider partnerships and opportunities for delivery and establish a policy that will form the basis of advocacy efforts and future planning decisions.

Balmoral Burn

Following the 2025 Balmoral Burn where extensive site remediation was required, Council considered the review provided by Council officers and endorsed recommendations for management of future Balmoral Burn events, noting the charitable fundraising generated by the event and balancing this with potential impacts on the local community. 

Cat Containment

A Notice of Motion was endorsed to support proposed amendments to the Companion Animals Act regarding cat containment.

Environmental Planning and Assessment (Planning System Reforms) Bill

Council supported a Notice of Motion that notes its concern regarding the Planning System Reforms Bill. The Bill removes oversight and consultation requirements, removes protections and circumvents councils in key aspects of local decision making. With no broad public consultation, the Bill has bypassed meaningful input and in Council’s view is a detrimental step that diminishes community participation in key decisions that affect them. Council will be stating its objections to the Bill in upcoming high level meetings and through direct contact to relevant Ministers, Local Members and to LGNSW.
