Mosman Masterplan: Extraordinary Council Meeting

Posted on Thursday 20 August 2026

The Mosman Masterplan represents one of the most significant strategic planning initiatives undertaken by Council in recent decades. Developed in response to NSW Government housing reforms and informed by extensive technical analysis and one of the largest community engagement programs ever conducted in Mosman, the Masterplan provides a locally-led, evidence-based framework for managing growth while preserving the unique qualities that define the municipality.

An Extraordinary Council Meeting will be held on Wednesday 26 August at 7pm at the Mosman Civic Centre to consider the Planning Proposal for the Mosman Masterplan and the Planning Proposal for the Affordable Housing Contributions Scheme.

Community members are welcome to attend in person or watch the meeting live at webcast.mosman.nsw.gov.au. The meeting agenda is available online.

The Masterplan planning proposal outlines the statutory amendments required to implement a considered and place-based strategic approach to accommodating housing diversity, including affordable housing in perpetuity, while allowing growth to be redistributed through locally informed planning controls that respond to Mosman’s unique urban character, heritage, landscape and environmental values.

Shaped by extensive community engagement, the Mosman Masterplan delivers housing capacity, housing diversity and affordable housing outcomes through a coordinated, place-based approach.

The Masterplan is a comprehensive vision for Mosman's future. It demonstrates how the Mosman local government area can accommodate required housing growth in a planned and coordinated manner while protecting heritage character, strengthening village centres, improving public spaces, enhancing biodiversity and securing significant community benefits. Underpinned by 18 specialist studies, the Masterplan provides a robust evidence base that addresses urban design, transport, heritage, infrastructure, environmental sustainability, affordable housing and economic feasibility.

It directs development to the most appropriate locations and creates mechanisms to deliver tangible community outcomes including affordable housing, upgraded civic and community facilities, improved active transport connections, enhanced public open space, public art and place-making, urban greening and streetscape improvements.

Together with the proposed Infrastructure Contributions Plan, Affordable Housing Framework and Voluntary Planning Agreement Policy, the Masterplan establishes a clear pathway for ensuring that future development contributes positively to the community and helps maintain Mosman's highly valued quality of life.

The Mosman Masterplan represents a unique opportunity to shape growth in a way that is strategic, planned and reflects community values. It is designed to deliver long-term benefits and emphasises a sustainable, liveable and vibrant future for a changing Mosman.
