Shirley Hermione Jenkins
Mayor Peter Abelson paid tribute to the late Shirley Hermione Jenkins, who passed away on 18 April 2017. Shirley Jenkins was a former Councillor, Deputy Mayor and Mayor of Mosman, having been first elected to Council in 1995. Shirley represented the Middle Harbour Ward for 13 years until September 2008, serving as Deputy Mayor in 2000/2001 and as Mayor from March 2004 to September 2005.
Shirley Jenkins was deeply devoted to civic activities and gave freely of her time. She lived in Parriwi Road for over 50 years in the house that she and husband Hal built.
Monsignor Eugene Harley
Mayor Abelson also paid tribute to the late Monsignor Eugene Harley, former Parish Priest at Sacred Heart Parish, who passed away on 25 April 2017. Monsignor Harley was a long time Mosman resident and recipient of the 2004 Mosman Citizen of the Year Award.
Monsignor Harley retired from his duties at Sacred Heart shortly after celebrating his 50th year of ordination and enjoyed a long and varied life serving a number of Sydney parishes, as well Army Chaplain accompanying troops in Malaya, Borneo and Vietnam and becoming Principal Catholic Chaplain in the army.
Monsignor Harley was awarded the Medal of the Order of Australia (OAM) in 2015.
Polling Places – Council Election, September 2017
Council considered polling places proposed by the NSW Electoral Commission for the next Mosman Council election scheduled for Saturday 9 September 2017. It was resolved by Council that the Electoral Commission be advised that Council supports the following local polling places for the September elections:
- Balmoral Scout Hall
- Beauty Point Public School
- Middle Harbour Public School (shared polling place with North Sydney)
- Mosman High School
- Mosman Square Seniors Centre
- St Clements Church Hall
Council also resolved to indicate its support for a seven day pre-polling period as well as online voting.
Poll of Electors – September 2017
Having previously agreed at its February 2017 meeting to conduct a poll of electors at the 9 September local government election, Council resolved to frame the poll question as follows:
“Do you favour the amalgamation of Mosman Municipal Council with Willoughby City Council and North Sydney Council?”
This will be the seventh time Council has polled residents on the question of amalgamation since 1962, with the most recent poll conducted at the 2012 local government election. Across the six polls previously conducted, the average opposition to Mosman’s amalgamation has been 86.5% of voters.
The proposed 2017 poll question will be referred with a Yes/No Case to the NSW Electoral Commission for approval.
Balmoral Baths Turning Boards Replacement
Council resolved to enter into negotiations for the replacement of swimmers’ turning boards at Balmoral Baths. The existing boards are over 40 years old and now beyond their service life requiring frequent maintenance. Subject to successful negotiation of an agreed replacement cost, works will be scheduled at an appropriate time taking into consideration the needs of swimmers.
Temporary Storage Site – Northern Suburbs Ocean Outfall Works
Council resolved to endorse a proposal for Sydney Water to establish a site compound within Sydney Water land at Quakers Hat to facilitate maintenance works on the Northern Suburbs Ocean Outfall Sewer. This proposal followed representations from local residents and will involve the Sydney Water compound being accessed via a driveway through adjacent Council land. It is expected that the work at Quakers Hat, to be carried out in two stages from July 2017, will take three years to complete.
