State and District Plans
The NSW Government’s Greater Sydney Region Plan, A Metropolis of Three Cities, and district plans released by the Greater Sydney Commission in 2018, set out the planning direction and priorities for growth and change in metropolitan Sydney over the next 20-40 years.
There are five districts within Greater Sydney, with the North District encompassing Mosman along with Hornsby, Hunter’s Hill, Ku-ring-gai, Lane Cove, North Sydney, Northern Beaches, Ryde and Willoughby local government areas. Strategic planning work undertaken by Council ensures consistency in direction and priorities with the State’s regional and district plans.
Draft Sydney Plan
The NSW Government currently is preparing new regional strategic plans across NSW.
The Sydney Plan is a strategic land use plan that will guide how the NSW Government manages growth in the Sydney region over the next 20 years. It will cover 33 local government areas and set out how Sydney will accommodate a growing population, while ensuring that communities have access to housing, infrastructure, jobs, sustainability and vibrant places to live and work now and into the future.
The draft Sydney Plan was on public exhibition from 10 December 2025 to 27 February 2026. Further information and current status can be found here.
