Community Participation Plan
Commencement of Statewide Community Participation Plan and exclusion of certain development types from public exhibition
On 27 August 2026, the NSW Department of Planning, Housing and Infrastructure announced that the Government’s new statewide Community Participation Plan had been finalised and will come into effect on Tuesday 1 September 2026.
The Plan will apply to all authorities, including NSW Government agencies and councils.
The Government says that the Plan introduces proportionality into exhibition timeframes for different planning functions and development types across the State and refocuses community and stakeholder consultation on strategic planning.
For most of our community, the plan will reduce participation by excluding certain development types from public exhibition ie. you may not be notified of development next door. Development excluded from community participation is listed on page 24 of the Plan. The Plan can be accessed here.
The Mosman Community Participation Plan (CPP), called “Involving the Community In Planning”, makes it easier for the community to understand how they can have their say on planning decisions that affect them.
The community participation plan explains how and when Council will undertake community participation when exercising its planning functions, in particular relating to:
- Development Applications
- Local Strategic Planning Statements
- Amendments to the Local Environmental Plan
- Draft Development Control Plans
- Draft Contribution Plans
