State and Regional Plans
In August 2026, the NSW Government published new State and Regional Plans for NSW.
NSW State Land Use Plan
The NSW State Land Use Plan (State Plan) provides the overarching planning vision for the growth of NSW over the next 20 years and provides a framework for strategic land use planning by aligning State, region and local planning.
The State Plan establishes 4 regions in NSW. Mosman is located within the Sydney Region. Further information regarding the State Plan including technical appendices can be found here.
The Sydney Plan
The Sydney Plan is a strategic land use plan that sets out how the NSW Government will manage growth over the next 20 years.
Covering 33 local government areas, the plan provides a guide for councils, government agencies, and industry to plan for Sydney's future, ensuring that communities have access to housing, infrastructure, jobs, sustainability and vibrant places to live and work.
The plan informs:
- state and local strategic planning and assessment processes
- infrastructure planning and prioritisation
- public and private investment decisions.
The Sydney Plan replaces the Greater Sydney Region Plan: A Metropolis of Three Cities (2018) and 5 district plans that applied in Sydney, establishing a single strategic planning framework for the Sydney Region.
