Public Parking and Car Parks

Mosman Council has on-street parking and a number of car parks throughout the municipality. Council uses a sophisticated Smart Parking system to manage parking in and around Mosman’s business centres, and parking is available at most sports fields, foreshore and beach locations.

Beach and Foreshore Parking

Ticketed parking is in place along The Esplanade at Balmoral, and carparks at reserves at Balmoral South, Clifton Gardens, Rosherville and The Spit. Visitors to these reserves must obtain a ticket from the machines at each car park and display this on the dashboard of their vehicle at the regulated times. Foreshore parking permit holders can park in ticketed areas at Balmoral, The Spit, McLean Crescent adjacent Rosherville Reserve and Bradleys Head Road opposite Taronga Zoo for one period up to 3 hours per day, subject to obtaining a free 3 hour ticket from the ticket machines and displaying it on the vehicle dashboard. Other visitors are required to purchase a ticket for the time selected. Refer to Council's Parking Permits page for more information.

Mosman Council’s Parking Strategy

Mosman Council has embraced new technology by using innovative solutions to manage its public parking space. As part of its overall parking strategy, Mosman introduced in-ground sensors to improve the utilisation of its limited parking supply and the community moved to all-digital parking permits through its vPermit system.

Parking Meter Upgrade

Parking meters in Mosman are being replaced, from the week commencing 27 May 2024, with new cashless and ticketless technology.

The new meters will improve the user experience with easy-to-use digital displays, and sessions linked to vehicle registration, removing the need to return to a vehicle to display a printed ticket.

Options to pay by card or through the Park’nPay or CellOPark apps remain available.

Existing parking meters operate on the soon-to-be-retired 3G network and require an upgrade to 4G network compatibility.

As well as improving the user experience, the new meters are expected to require less maintenance.

Smart Parking System

Mosman Council is recognised as an industry leader for its use of the latest technology to manage public parking efficiently. Its Smart Parking system includes in-ground sensors, overhead indicators in undercover carparks, and LED parking availability signs. Sensors are currently located in multi-storey carparks in Vista Street, Bridgepoint and Mosman Cache Carpark (710 Military Road), off-street carparks at Mosman Square and Raglan Street, and along Military Rd and adjacent streets. The sensors record car arrival and departure times, and real-time occupancy or availability. The data is relayed to display signs at the entrances to off-street carparks, colour-coded overhead lights in multi-storey carparks and apps for residents. Council rangers also use the data to assist in managing parking restrictions, in combination with attending to vehicles personally to validate relevant permits and overstays.

Where are the parking sensors in Mosman?

Smart Parking sensors are installed in the main car parking areas around Mosman’s retail precinct; the multi-storey carparks located at Vista Street, Bridgepoint and Mosman Cache Carpark (710 Military Road), off-street carparks at Mosman Square and Raglan Street, and along Military Rd and some adjoining streets. For more detail see the Parking Sensor Map. Parking sensors are installed for permanent accessible parking spaces across Mosman, which can be seen in the Park'n'Pay app.

How does the Smart Parking system work?

Sensors detect the arrival, occupancy and departure of a vehicle in a car park and transmit this information to a nearby tower which then transmits the information to Smart Parking’s cloud-based platform. Data from each bay is relayed every few seconds, and links back to car park display signs showing number of bays available, and to apps showing real time status of parking bays.

What do the coloured lights in the carparks mean?

Coloured lights reflect the status of a parking bay for the overhead indicator system used in multi-storey car parks. Green means the space is available and red means it is occupied.

Is the issuing of fines automatic?

No. Rangers use sensor data in combination with other relevant information, and issue infringement notices only after they have personally attended a vehicle and are satisfied that an infringement has occurred.

How do rangers access the sensor information?

Rangers have an app on their smart device with a map showing the real time status of sensor equipped parking bays. The map shows which bays are vacant, occupied, or occupied by a vehicle that has exceeded the time limit.

What if I have a permit?

Permit permissions are always taken into account. Rangers personally attend to vehicles and consider relevant permits, such as for disability or residential parking, in assessing whether a vehicle is in breach of rules or has exceeded time restrictions before issuing an infringement notice.

How are fines issued? How will I know if I get one?

Infringements are issued by rangers after they have attended the vehicle and taken into account all relevant information including sensor data and permits, and are satisfied that an infringement has occurred. The infringement notice will generally be placed on the vehicle windscreen however infringement notices can be posted in some cases.

How do I request a review?

Receipt, processing and review of fines is the responsibility of Revenue NSW. If you believe your infringement has been issued in error details on how to request a review of your penalty can be found on the infringement notice or online at Revenue NSW.

Live Parking Availability for Accessible Spaces

Permanent accessible parking spaces within Mosman are equipped with parking sensors that monitor in real time whether the parking space is occupied or available. This live availability information is displayed within the Department of Customer Service’s Park'nPay app (which can also be used to pay for parking within Mosman, and see live occupancy information for regular parking spaces equipped with sensors).

The collaboration between the State Government and Council is aimed at making it easier for motorists with disabilities to find accessible parking not only in Mosman, but across Sydney. The NSW Government, in cooperation with Google and the Physical Disability Council of NSW, also has a Park'nPay Accessibility Portal, which gives drivers the power to search for hundreds of accessible spots.

The Park'nPay app is available on the Google Play and Apple App stores.

Mosman motorists can choose from two useful parking apps to view availability and pay for parking in Mosman.

Download the NSW government’s Park’nPay app to view live parking data for popular spots around Mosman and to pay for metered areas, while the CellOPark app allows motorists to pay for parking within Mosman, and for permit holders to access “free” parking sessions.
