Access Council Information
Mosman Council’s Agency Information Guide (Publication Guide) (205.8KB) as required under the Government Information (Public Access) Act 2009 (the GIPA Act) provides you with answers to the information that can be accessed at Council including how and where to access it.
Documents 1 January 2004 to present
Please check Council’s DA Tracker for development applications and associated documents including recently lodged DAs. If you are unable to locate the required information during this period on the DA Tracker please lodge a GIPA request.
Schedule 1 (clause 4) of the GIPA Regulation 2018 advises that certain information existing before 1 July 2010 is not open access and therefore Council will decide these requests on a case-by-case basis.
Documents Prior to 2004
Most publicly available documents from this period are not available on the DA Tracker and may require offsite retrieval and digitisation. File retrieval fees per file may apply in accordance with Council’s adopted fees and charges. Applicants will be advised when these files are available to access. Please lodge a GIPA request.
Historical Information
Council’s Local Studies area also holds a wide range of historical information predating 1967. Please lodge a GIPA request.
Open Access Information (Mandatory)
Open access information is prescribed by the GIPA Act as information held by an agency under section 6 that is required to be publicly available. Specific Open Access Information listed at section 18 of the GIPA Act can be viewed on Council’s website below or at Council’s public access terminals during normal business hours and is free of charge. Council will only charge a fee for providing copies of this information in accordance with its adopted fees and charges.

Open Access Information – Authorised Proactive Release
Mosman Council is authorised to publicly release any other information it holds, unless there is an overriding public interest against disclosure. Any information that is identified as being in the public interest and can be made publicly available will be, unless to do so would impose unreasonable additional costs to Council. Information for inclusion under proactive release is reviewed annually.
Informal Access
Persons unable to locate open access information they are seeking on the website may need to lodge a GIPA request. Informal access applications are processed within 10 working days from receipt in accordance with Council’s Customer Service Charter. Council will not charge a fee for lodgement or processing of an informal access application, however fees may apply for offsite file retrieval and for providing copies of information in accordance with Council’s adopted fees and charges.
Formal Access
Information not publicly available as open access or under an informal access application may require a formal access application. This may include information relating to Council data, third parties, personal information and business or commercial information. If your application presents as a formal access application, applicants will be advised and the prescribed fee of $30 will be requested. Applicants will be contacted to arrange payment of the fee. Please note further processing charges may apply to formal applications in accordance with Council’s adopted fees and charges. Formal access applications are processed pursuant to Part 4, of the GIPA Act, within 20 working days (with provision for an extension of up to 15 working days in certain circumstances). In some cases consultation may be required and information may be released subject to an agency applied public interest test.
