Scotland-Australia Cairn Inspection
Mayor Carolyn Corrigan reported on the annual inspection of the Scotland-Australia Cairn undertaken earlier in the day. These annual inspections have taken place since the dedication of the Cairn on St Andrew’s Day 1988, with today’s inspection also marking the Cairn’s 30th Anniversary.
Mayor Corrigan advised that, following his inspection of the Cairn, Chief Davidson found it to be well maintained. The Mayor reaffirmed Council’s commitment to maintaining and protecting the Cairn on behalf of the people of Australia.
Mr Max Glyde – Director of Corporate Services
The Mayor and fellow Councillors paid tribute to Mr Max Glyde, who was in attendance for his final meeting as Council’s Director Corporate Services. Mr Glyde, who has held this position for 25 years, originally commenced his employment with Mosman Council in 1980, holding a number of roles since that time. Councillors recorded their gratitude for Mr Glyde’s exceptional service to Council and the Mosman community over the past 38 years and wished him well for the future.
Mr Glyde in turn paid tribute to the achievements of Mosman Council and thanked staff and Councillors for their support and hard work over many years.
Organisation Structure
Mosman, like all Councils in NSW, is required to review its organisation structure within 12 months of each Ordinary Council Election.
In keeping with this requirement Council considered a report by the General Manager in relation to its organisational structure and resolved to reaffirm the existing structure.
Draft Media Policy
Council resolved to adopt a new Media Policy which will apply to all Council officials. The purpose of the policy, which draws on best practice and which links directly to provisions of the NSW Local Government Act 1993 and Council’s Code of Conduct, is to ensure a coordinated and consistent approach to media liaison.
Rapt Christmas Decorating Competition
Council considered various matters relating to its coordination of the annual Rapt Christmas Decorating Competition, now in its 8th year. It was resolved that the popular business competition, coordinated in partnership with the Mosman Chamber of Commerce, continue to be held annually. Further, it was resolved that the less popular residential competition be discontinued.
Reverse Vending Machines
A proposal to install reverse vending machines at various Council-controlled properties in Mosman was considered. This matter was discussed in some length, with Council finding the current machine design to be unacceptable in terms of bulk and aesthetic impact. Council resolved to defer consideration of a proposal to install a reverse vending machine at Spit West Car Park until the B-Line compound at that location is no longer required and to advise that other potential locations outlined in the proposal are unsuitable due to possible amenity impacts. Council also resolved to suggest to the proponent that other agencies in Mosman be consulted for alternate locations.
Promoting Café Sustainability
Following discussion on ways to promote greater take-up of sustainable alternatives in Mosman’s cafes, Council resolved to expand its Better Business Partnerships Program (BBP) in 2018/19 to include sustainable cup usage and cafes in Mosman Junction, Spit Junction, Avenue Road and Spofforth Street precincts. As a result, the program will now involve staff from BBP visiting cafes to educate owners on ways to achieve greater environmental sustainability through their businesses, together with options for sustainable cup usage.
State Design Review Panel Nominees
The NSW State Design Review Panel pilot program has recently been established to review the design quality of State Significant projects. In response to a request from the State Government regarding local representation on the NSW State Design Review Panel, Council resolved to nominate Mr Brian McDonald and Mr Graham Levido as members of the panel when required for proposals in Mosman.
