Youth Forum Membership

Council recently advertised for new members on the Mosman Youth Forum. At the meeting it was resolved that local resident Lachlan Dent be appointed as the Forum’s newest member.

Mosman Civic Centre Development Options

Council has, over a number of years, been considering options for redevelopment of the Mosman Civic Centre site. It is planned to provide new and improved civic and community facilities and to also increase public car parking capacity on the site. It was noted during discussions on this matter that numerous options have already been considered for the site and a limited number of options are still worthy of further consideration.

It was also noted that the current merger proposal period impacting councils across NSW limits further substantive progress being made on the proposed redevelopment. It was resolved by Council that, subject to the outcome of the current council amalgamations process, more detailed investigation, planning, analysis and community consultation be undertaken in relation to two of the redevelopment options. It was also discussed that, in the event of a new merged entity being created, other options may also be opened up for further review.

Intersection of The Crescent and Myahgah Road

Council discussed a proposal that had been put to the Local Traffic Committee to establish a Shared Zone on Myahgah Road and The Crescent between Art Gallery Way and the Library car park. After discussing the various implications of a formal Shared Zone Council resolved that current arrangements remain in place.

Balmoral Playground Upgrade

Last year Council consulted the community on upgrades to the playground on The Esplanade, Balmoral. Plans for the upgrade have since been completed and Council at this meeting resolved to accept the tender from Creative Recreation Solutions to undertake the necessary works. It is expected that the upgrade works will be undertaken between April and May.

Water Bubblers

Following a Notice of Motion regarding the provision of water bubblers in Mosman, Council resolved to discuss and consider the installation of more water bubblers in the local area.

Intersection of Muston Street and Middle Head Road

Council discussed safety concerns that have been raised in relation to traffic turning from Muston Street into Middle Head Road and resolved that it engage with the Active Transport Committee and Local Traffic Committee to consider improvements at this intersection.

Extraordinary Meeting – Local Government Reform

An Extraordinary Council Meeting was also held on 5 April 2016 to discuss the issue of local government reform, and the NSW Government’s merger proposal process. It was resolved by Council at that meeting that:

A. The Mayor in consultation with the General Manager instruct its lawyers to commence proceedings (including any injunctive relief) to restrain the State Government from amalgamating Mosman Council with other Councils as proposed by Merger Number 1 [Mosman, Manly and part Warringah] or Merger Number 2 [Mosman, North Sydney and Willoughby] subject to the advice of Senior Counsel confirming that such proceedings have reasonable prospects of success and a resolution of Council.

B. Council makes an additional budget allocation of $100,000 to fund provision of legal advice and any subsequent legal action as advised by Senior Counsel.

In relation to the above resolution, it is noted that any subsequent legal action will depend on the advice received and a further formal decision by Council to proceed.
