Impact and Actions Around COVID-19

Council received and noted a report regarding the COVID-19 pandemic and endorsed actions taken to date in closing, cancelling or suspending facilities, services and programs, cancelling or postponing events and granting fee and rent relief to Council’s commercial lease and approval holders. It was also resolved that temporary signage be installed in high pedestrian traffic areas to encourage social distancing practices.

Mosman Before and After School Care Service

Over the past year Council has considered a number of reports relating to the future of its before and after school care service, including updates on the progressive development of a service for out of school hours care at Mosman Public School. It was resolved by Council at this meeting that it formally discontinue delivery of the Mosman Before and After School Service (including Vacation Care). Council will provide assistance to families enrolled in its service during Term 1, 2020 to transition to the school-based service at Mosman Public School from Term 2. This includes covering enrolment fees for these families.

Draft MOSPLAN Delivery Program, Operational Plan, Budget and Fees & Charges

Council resolved to place its draft (revised) 2018-2021 Delivery Program and 2020-2021 Operational Plan, Budget and Fees and Charges on public exhibition. It was acknowledged that the evolving COVID-19 situation will have a significant impact on projected revenues and further forecasting will be undertaken during the exhibition period.

Public comments are invited in relation to the exhibited documents. The period for receipt of comments will commence on Friday 10 April and run until Sunday 10 May. Council Committees

After considering the Minutes of recent Community Consultative Committees, Council resolved that meetings of its Committees be suspending pending a further determination that meetings recommence.

Road Reserves Sale, Leasing and Consent Policy

A report was presented recommending amendments to Council’s Road Reserves Sale, Leasing and Consent Policy. It was resolved by Council that, in the first instance, the revised policy be exhibited and public comments sought for a period of six weeks. The matter will then be further considered by Council.

Development Control Plans

Council considered a report proposing a variety of amendments to its Development Control Plans, including the removal of notification sections now addressed through the Mosman Community Participation Plan. It was resolved that these proposed amendments be placed on public exhibition and that Council then consider the matter further having regard to submissions received.

Climate State of Emergency Update

An update was presented on action taken since Council’s declaration of a climate emergency in December 2019. This includes the appointment of a Team Leader Sustainability, who will oversee development of Mosman’s Climate Strategy and Action Plan. A Community Forum and workshops on climate change have unfortunately been postponed due to COVID-19, however on-line engagement will be undertaken until these meetings can be rescheduled.

Infrastructure Works – Accessible Amenities, Raglan Street West and Multipurpose Sports Court, Balmoral Oval

Council considered the results of tendering processes for new accessible amenities in Raglan Street and a multipurpose court adjacent to Balmoral Oval. Resolutions were passed to enable each project to progress to construction stage. Both projects are tentatively scheduled to commence in May 2020.

Allan Border Oval Pavilion Redevelopment

A report was presented to Council outlining forecasted expenditure on the redevelopment of the existing pavilion at Allan Border Oval. This followed submission of an earlier report to the March 2020 Council meeting and a subsequent workshop for Councillors. Having considered the latest report Council confirmed the revised project scope and budget, also determining that the calling of tenders for the project be deferred for a period of six months.

Disposal of Domestic Mixed Solid Waste

Council resolved to enter into a waste processing and disposal services contract for the period 1 July 2020 to 30 November 2025. A further report on this matter will be prepared for Council in mid-2025.
