Public exhibition of State Significant Development application

A State significant development (SSD) application has been lodged for a residential flat building at 11-23 Rangers Avenue, Mosman SSD-96272465.

The application, environmental impact statement (EIS) and accompanying documents are on public exhibition from Thursday 4 December 2025 to Wednesday 17 December 2025. 

The Department of Planning, Housing and Infrastructure are undertaking the public exhibition and assessment of the application and all submissions must be made to the Department of Planning, Housing and Infrastructure via the NSW Planning Portal and must not be submitted to Council. Council cannot accept or lodge submissions on your behalf. Instructions regarding how to create an account on the Planning Portal and lodge a submission can be found here. The environmental impact statement identifies that the SSDA seeks consent for: 

  • Demolition of the existing structures on the sites at 11 -23 Rangers Avenue and removal of the vehicular crossovers an Bloxsome Lane 
  • Removal of 21 trees
  • Excavation to a depth of approximately 10m
  • Construction of part 6, part 7-storey residential flat building comprising: 
    – 44 Residential apartments, including 10 affordable housing apartments to be managed by community housing provider Bridge Housing for a 15-year period (equivalent to 15% of proposed residential GFA proposed)
    – Communal open space and associated site landscaping 
    – Two and a half levels of basement for 80 residential parking spaces and 11 visitor parking spaces as well as 12 bicycle parking spaces, 2 motorbike parking spaces with access form Rangers Avenue
    – Storage, plant and essential services 
    – Level parking with car, bicycle and motorbike parking spaces, with waste storage areas and plant P0058845_EIS Introduction 17 
  • Vehicular access from Rangers Avenue, in the location of the current access (current vehicle access from Bloxsome Lane, including the removal of six existing crossovers) 
  • Rebuilding the existing sandstone retaining wall on the Rangers Avenue and retaining the existing rock wall
  • It is confirmed that lot consolidation will occur as part of the future strata plan to be prepared and submitted for the project.
