Council considered the following matters at its meeting held on Tuesday 3 February 2026.

MAYORAL MINUTE - Recognition of Dr Pam Lofthouse – Royal Australian Historical Society Achievement Award 

Council formally acknowledged and congratulated Dr Pam Lofthouse on receiving the Royal Australian Historical Society Achievement Award and recorded its appreciation for her outstanding contribution to Mosman’s historical and community life. 

MAYORAL MINUTE - Citizen of the Year

Council congratulated the winner of the Mosman’s 2026 Citizen of the Year Award, Tamara Keniry, who received her award at a ceremony held at Allan Border Oval Pavillion on 26 January 2026.

MAYORAL MINUTE - Vale Professor The Honourable Dame Marie Bashir AC CVO

Council acknowledged the death of Professor The Honourable Dame Marie Bashir AD CVO on 20 January 2026, who served as Governor of New South Wales from 1 March 2001 to 1 October 2014 and was the first woman to be appointed to the role. 

Council also expressed its sincere condolences to Dame Marie Bashir’s immediate family, extended family and friends at this sad time, and proposed an observation of a one-minute silence to pay its respects to Dame Marie Bashir and acknowledge her lasting legacy in New South Wales and the Mosman community. 

Mosman Library Strategy 2026-2030 

Council has developed a new Library Strategy to replace the previous the Library Futures Plan which has been delivered on. A contemporary framework is now required to guide library services into the future. 

The new strategy seeks to align Mosman Library services with other public libraries across New South Wales, Australia and internationally and outlines actions to meet current and future community needs and deliver contemporary library services.

Council endorsed the Mosman Library Strategy 2026-2030 to be placed on public exhibition and, if no substantive feedback received, be adopted. 

Masterplan Update

Council received and noted a report providing an update on a long-term strategic Masterplan that seeks to refine the LMR Planning Controls within Mosman. A further update will be provided at the April 2026 Council meeting. 

Draft Electric Vehicle Charging Policy

A draft EV Charging Policy has been developed to provide a clear, consistent framework for assessing and managing EV charging infrastructure on Council controlled and managed public land. The policy responds to community demand for public charging, supports Council’s sustainability objectives, and ensures that installations are safe, equitable and compatible with Mosman’s valued neighbourhood character. 

Council endorsed that the draft Electric Vehicle Charging Policy be placed on public exhibition in February 2026 for a minimum of 28 days.
