Council Decided - 3 March 2026
The following items were considered at the March Council meeting.
Mayoral Minute – HMAS Penguin
Council supported the Mayoral Minute that outlines Council’s concern for the proposed sale of defence land at HMAS Penguin. Council is seeking transparency and meaningful community consultation regarding the potential impacts associated with the Government’s plans for divestment of Defence land.
Council reaffirms its advocacy to the Government regarding the LMR impacts
Council is significantly advanced in its work to develop a Long-Term Strategic Masterplan for Mosman, having engaged consultants to conduct in-depth analysis to determine a robust proposal for density redistribution and infrastructure needs. Council has made persistent representations to the State Government to advocate for a pause in the LMR while Council’s Masterplan is being developed. While the answer from the State Government has been unequivocal about not pausing or switching off the LMR, Council continues to put forward community viewpoints and advocate for outcomes that are in the best interests of Mosman, including pausing the LMR. Work is continuing at speed to ensure that the Masterplan is developed in a way that will ensure it’s successful passage towards adoption and endorsement by the State Government in order to address the unintended consequences of the LMR’s application in Mosman.
Festival of Mosman and Inaugural Mosman Art Gala
Council received reports outlining the successful delivery of the 2025 Festival of Mosman and Mosman Art Gallery’s inaugural Art Gala. With unprecedented community and business support, both of these offerings have been extraordinarily well received and Council endorsed plans for both events in future years. The Festival of Mosman, while a biannual event will be followed up in 2026 with a Festival of Mosman – Encore mini festival. The inaugural Art Gala was endorsed to be held in alternate years, with the next event proposed for 2027. Both of these events offer unique cultural experiences that celebrate Mosman and directly contribute to Mosman Council achieving its strategic direction of creating a culturally rich and vibrant community.
