The following items were considered at the May Council meeting.

Mayoral Minute – Advocacy for Genuine Affordable Housing

Affordable housing is a complex issue, including in Mosman where property values are generally high and given the need to ensure key workers and others can afford to live in our community. Council supported the Mayor’s Mayoral Minute to advocate for stronger State Government frameworks for affordable housing so that developments include affordable housing retained in perpetuity and are calculated based on household income rather than market rents. Affordable housing is essential in order to deliver housing diversity and ensure local workforce retention. Council resolved to advocate its position to the Minister responsible for Housing and Homelessness.

Mayoral Minute – Glen Innes Friendship Agreement

Mosman Council and Glen Innes Severn Council share a long history of friendship and collaboration, formalised through a Friendship Agreement and based on a shared connection that includes significant ties to Scottish heritage. Glen Innes Severn Council recently extended an invitation to the Mayor and Council staff to attend the annual Australian Celtic Festival which provided an opportunity to reestablish the connection between our councils for the purposes of celebrating our shared history, supporting regional-metropolitan collaboration and professional development. Council has reaffirmed its commitment to the relationship and is exploring ways that the councils can work together for mutual benefit.

Disability Inclusion Action Plan (DIAP) 2026-2030

Council endorsed the draft DIAP for public exhibition following a process of engagement with key stakeholders in the development of a refreshed Plan. The DIAP is an important legislative requirement but is also an expression of Council’s commitment to disability inclusion. The new Plan will be on public exhibition for 28 days before being brought to Council for endorsement.

Changes to Council’s Development Control Plan (DCP)

Amendments have been developed following a review of Council’s planning controls within Council’s DCP, in response to the Low and Mid-Rise (LMR) housing provisions. The proposed changes are intended as an interim measure to help protect Mosman’s character while the Mosman Masterplan is being developed. The proposed amendments include introducing a minimum lot width for dual occupancy developments and a range of provisions for residential flat buildings and shop-top housing development.  The changes will be exhibited for 28 days with more comprehensive planning control revisions intended to be included in the Mosman Masterplan package that will be developed in the coming months.

Rosherville Reserve Playground Upgrade

The Rosherville Reserve Nature Play Upgrade is a project under Council’s Community Strategic Plan – MOSPLAN. A concept design was presented to Council and was approved in principle, with Council now proceeding to procurement and finalisation of the design. With support from the NSW Government’s Metropolitan Greenspace Grants program, the Playground will include playground equipment targeted for different ages and nature based play design across different playground zones. Construction will commence following procurement with further details on timeline for the new playground to be communicated soon.
