Notice of Amendments to the Mosman Residential DCP.

This public notice is in accordance with sections 14(2) and (4) of the Environmental Planning and Assessment Regulation 2021.

At the Council Meeting held on 4 August 2026, Council resolved to approve amendments to the Mosman Residential Development Control Plan.  The amendments include new planning controls for dual occupancies, residential flat buildings and shop-top housing.

The amendments to the Mosman Residential Development Controls Plan came into effect on 7 August 2026. 

As part of its annual weed control program Council will be undertaking broad scale spraying of selective herbicides on its Parks and Reserves to control broad leaf weeds in turf areas during the following periods: 

• 20 July 2026 to 31 July 2026 

If required, a follow up application will also be undertaken:

• 17 August 2026 to 21 August 2026

Council’s Pesticide Use Notification Plan requires that broad scale herbicide spraying be advertised to provide members of the public with the opportunity to avoid contact with herbicide application.

Council will ensure that herbicides are applied to public places in a safe and responsible manner, minimising harm to the community and the environment. All legislative requirements will be met. Relevant Safety Data Sheets will also be available to respond to enquiries.

Council adopted the Mosman Park Plan of Management at the Council meeting held on 3 February 2026.

Under Clause 2A, Section 40 of the Local Government Act 1993, if a council adopts an amended plan without public exhibition of the amended draft plan, it must give public notice of that adoption, and of the terms of the amended plan of management, as soon as practicable after the adoption.

The adopted Plan of Management includes minor amendments made after the public exhibition of the draft Mosman Park Plan of Management. The amendments are minor in nature and include amendments to incorporate feedback received from public exhibition, the updating of outdated policy references and rectifying typographical errors. Based on directives issued to all NSW councils by the State Government, there will be changes to how community members can participate in Council meetings from 3 February, the first Council meeting of the year. 

Open Question Time will take place at 6.20pm in the Council Chambers, and will provide an opportunity for community input. 

This will be followed by a Public Forum for registered speakers wishing to address items listed on the meeting agenda, before the Council meeting commences at 7pm.

Council under Section 29 of the Heritage Act 1977, has revoked an Interim Heritage Order over the property 50 Almora Street, Mosman (LOT: 3 DP: 1350).

The revocation of the Interim Heritage Order was published in the NSW Government Gazette on Friday 23 January 2026.

The reason for the revocation of the Interim Heritage Order is that on further investigation the property has been found to not meet the heritage threshold criteria for listing as a local heritage item under Mosman Local Environmental Plan 2012.

Under Section 29(5)(c) of the NSW Heritage Act 1977 Council is required to bring notice to the attention of members of the public in the area in which the item is situated that Council has revoked the Interim Heritage Order over 50 Almora Street, Mosman.

Council under Section 25 of the Heritage Act 1977 has made an Interim Heritage Order over the property 50 Almora Street, Mosman (LOT: 3 DP: 1350). The Interim Heritage Order was gazetted on Friday 31 October 2025.

Under Section 28(1)(d) of the NSW Heritage Act 1977 Council is required to bring notice to the attention of members of the public in the area in which the item is situated that Council has made the Interim Heritage Order over 50 Almora Street, Mosman.

The reason for the Order is because Council considers that on further investigation the property may be found to have local heritage significance, and that the Council considers that the property is being or is likely to be harmed.

The Interim Heritage Order will allow further heritage assessments to be undertaken to inform an understanding of the heritage significance of 50 Almora Street, Mosman and whether Council will proceed with an application for heritage listing.

Council proposes to present to the public the audited Financial Statements and the Auditor’s Reports at the Council Meeting on 2 December 2025.

Festival Street Party will be held at Middle Head Road over two days including Saturday 25 October from 5-9pm and Sunday 26 October from 11am-4pm. 

The event will provide engagement opportunities for hospitality businesses at Mosman Junction and will feature live music and entertainment, food stalls and activities for families. The event will also provide a stage for local schools and groups to share their talents with the Mosman community.

Temporary Road Closures and Parking Restrictions

To accommodate the event, Middle Head Road between Mosman Junction roundabout and Muston Street will be closed from 12pm on 25 October 2025 until 7pm on 26 October 2025.

On-street parking will not be permitted within the closed section of Middle Head Road.

Any inconvenience will be kept to a minimum and all additional care will be taken for the safety of road users and participants in the area.
