On Friday 24 October, officers and sailors of HMAS Penguin will conduct a Freedom of Entry parade through the streets of Mosman. The march will include the Commanding Officer and crew, accompanied by the Royal Australian Navy band. They will march from Prince Albert Street, along Military Road, into Gouldsbury Street, and along The Crescent to the Mosman War Memorial. 

To accommodate the event, temporary road closures and clearways will be in place in the area - see map.

Parking restrictions – from 9.30am to 12pm

To accommodate the parade restrictions will be in place on street parking along the event route and on surrounding roads.

Special event clearways will be in effect from 9.30am to 12pm on parts of Prince Albert Street, Bradleys Head Road, Middle Head Road, Military Road, Raglan Street, Avenue Road, Belmont Road, Gouldsbury Street and The Crescent.
Special event clearways are ‘no-parking’ zones – even if you have a local resident or mobility scheme parking permit. Vehicles left in clearways will be towed and a fee applies so make sure to check signs carefully. If your vehicle is towed, call 132 701 to find its new location.

Council under Section 25 of the Heritage Act 1977 has made an Interim Heritage Order over the property 12 Windward Avenue, Mosman (LOT: 2 DP: 33506). The Interim Heritage Order was gazetted on Friday 26 September 2025.

Under Section 28(1)(d) of the NSW Heritage Act 1977 Council is required to bring notice to the attention of members of the public in the area in which the item is situated that Council has made the Interim Heritage Order over 12 Windward Avenue, Mosman.

The reason for the Order is because Council considers that on further investigation the property may be found to have local heritage significance, and that the Council considers that the property is being or is likely to be harmed.

The Interim Heritage Order will allow further heritage assessments to be undertaken to inform an understanding of the heritage significance of 12 Windward Avenue, Mosman and whether Council will proceed with an application for heritage listing.

As part of its annual weed control program Council will be undertaking broad scale spraying of selective herbicides on its Parks and Reserves to control broad leaf weeds in turf areas during the following periods: 

• 21 July 2025 to 1 August 2025

Council's Pesticide Use Notification Plan requires Council advertise broad scale spraying of herbicide to allow members of the public the opportunity to avoid contact with herbicide application. Council will ensure the herbicides are applied to public places in a safe, responsible manner, minimising harm to the community and the environment. Council will also ensure that all legislative requirements are met and followed. Council will have relevant safety data sheets on hand to respond to enquiries.

The changes include:

1. Introducing measures to treat stormwater quality on-site before stormwater enters Sydney Harbour, waterways, bushland and drainage systems. This will apply to any development involving three or more dwellings or any non-residential development (excluding development contained within the existing building envelope), and 
2. Introducing Electric Vehicle charging infrastructure requirements for new residential, mixed use and non-residential developments.

The development control plans come into effect on 6 December 2024.
