Council Decided - 7 April 2026
The following items were considered at the April Council meeting.
Mayoral Minute – HMAS Penguin
Council once again confirmed it’s support for the Mayor’s continued advocacy regarding the sale of Defence lands and the future of the HMAS Penguin site. The Mayor will be continuing engagement with the Federal member for Warringah and relevant Ministers to oppose the disposal of Defence land and explore public ownership outcomes. The Mayor will be participating in an upcoming Town Hall meeting hosted by Zali Steggal MP on 21 April at the Mosman Art Gallery,
Council delivers its draft Delivery Program, Operational Plan, Budget and Long Term Financial Plan
In line with the Integrated Planning and Reporting Framework, Council delivered its draft suite of planning and financial documents for endorsement and for placing on public exhibition. Council continues to deliver projected budget surpluses into the future which positions it well to take on the challenges associated with development of the Mosman Masterplan as well as capital works and community building initiatives into the future. The suite of documents will be on public exhibition for 28 days prior to adoption.
Renaming our Seniors Centre
Our Seniors Centre is a vibrant and busy centre with a schedule of engaging programs designed to foster wellbeing and connection. We have heard from participants that they are interested in the Centre being a more inclusive space that serves a broader cross-section of the community while continuing to deliver much valued programs aimed at older residents. Following community consultation, the Seniors Centre will be undergoing a rebrand to become the Mosman Village Community Centre over the coming months.
Mosman Masterplan update and upcoming Community Engagement
The development of the Mosman Masterplan has progressed significantly in the last month with agreement reached with the State Government on the additional dwellings required to be delivered under the plan. This is a result of extensive liaison with the State Government as part of Council’s advocacy and strategic engagement with the Department of Planning, Housing and Infrastructure. Crucially, we have now reached an important milestone in the project with April seeing the planned commencement of community consultation. The Mosman community will be able to have their say on the principles that underpin the Masterplan as well as options for where density is located. Council has carefully developed options that place density in areas that are well located and serviced by transport and infrastructure, and seeks to protect heritage and neighbourhood character. The community’s views are critical to shaping the final outcome of the Masterplan. For further details go the Mosman Masterplan page on Council’s website yourvoicemosman.com.au/masterplan
