Quarterly MOSPLAN Report and Financial Statement – January – March 2023

Council received and adopted progress reports on the 2022-2023 MOSPLAN Operational Plan, as well as its 2022-23 Budget for the January – March 2023 quarter. MOSPLAN delivery and budget performance has been sound over the period and, with positive financial impacts resulting from increased returns on investments and reductions in utility costs, Council has been able to revise its projected operating surplus upward by $300,000 to $700,000.

Interpretive Foreshore Signage Project – Mosman Art Collection

After considering a report from staff, Council resolved to endorse a new signage project that will celebrate various sites along Mosman’s foreshores that have inspired artworks by prominent artists since 1885. Interpretive signage will be installed at these sites, providing residents and visitors with the opportunity to compare their current views with the artworks (all held in the Mosman Art Collection). The twelve artworks in the series range from Arthur Henry Fullwood’s ‘View from Balmoral (1885) to Margaret Preston’s ‘Mosman Bridge’ (1927) and Jasper Knight’s ‘Spit Bridge Tower’ (2015).

Temporary Use of Clifton Gardens Reserve for Junior Soccer Training

Council has recently been successful in obtaining a grant of $1million to undertaken upgrades to Balmoral Oval and its surrounds to address the undulating playing surface, aged irrigation system and lack of drainage. Completing the necessary works will take approximately 6 months, impacting winter sports groups that use the oval. In order to limit these impacts, and having considered various options, Council resolved to endorse the temporary use of Clifton Gardens Reserve for junior football training with floodlights from 3.45pm to 7.45pm Monday to Thursday. These arrangements will be in place for a period of 3 months commencing 1 June 2023.

Boat Trailer Management Update

An update report was provided to Council outlining the current approach by staff to boat trailer management. It was subsequently resolved by Council that it continue its current approach to boat trailer management through the Public Spaces (Unattended Property) Act 2021 (PSUP). This means that boat trailers will continue to be investigated on receipt of customer requests, with the PSUP process used to move or impound trailers where appropriate. Options including parking restrictions will be investigated where there are congregations of boat trailers that impact residential and commercial amenity and, where parking restrictions are not considered warranted, the PSUP process to move or impound trailers at specific locations will be implemented.

Proposed Lease – Boronia 

A report was presented to Council providing an update on negotiations for the future lease of Boronia, 642 Military Road. Council resolved that the General Manager, in consultation with the Mayor, be delegated authority to complete negotiations and due diligence with a view to entering into a contract.

Allan Border Oval Pavilion 

Council was provided with an update on work being undertaken to progress construction work at Allan Border Oval Pavilion following builders Lloyds Group being placed under voluntary administration. Council has provided the necessary delegations to ensure that further work can proceed and the building works completed as soon as possible.
