Mosman Council’s second Council meeting for 2025 was held on Tuesday 4 March. 

Special Event Application – Balmoral by the Glass featuring Mudgee Wines

Council approved a special event application for Balmoral by the Glass featuring Mudgee Wines. This popular annual event promotes wines from Mudgee, gourmet food and features live music and will be held on 17 August 2025.

MOSPLAN Quarterly Report (Q2) 1 October to 31 December 2024

Council’s quarterly report on MOSPLAN performance was received. Councillors noted Council’s strong performance against its milestones and targets towards achievement of the MOSPLAN Delivery Program and Operational Plan.

Fossil Fuel and Gambling Advertising

Council resolved that it will seek to ban fossil fuel and gambling advertising on Council-owned asset in a number of ways, via Council’s Sponsorship Policy, Special Events Management Policy and for future land use agreements, leases, licences and venue hire including parks, ovals and reserves. Fossil Fuel and Gambling advertising restrictions will also be considered for existing advertising contracts when they reach the end of their current contract term. 

Balmoral Nippers

Council conducted a review of the operational impact of the popular Nippers program at Balmoral and noted the important and positive contribution of Nippers to the Mosman community. Following the review, Council will seek a new Memorandum of Understanding with the Balmoral Beach Club for the authority to use Edwards Beach, including for the Nippers Program and other Club events.

Grants for School Zone Pedestrian Infrastructure Improvements

Council officers reported that Council had been successful in obtaining a grant for pedestrian improvement projects around Sacred Heart Primary School. 

Planning Changes by the State Government

The State Government has announced Stage 2 of the Low and Mid Rise Housing (LMR) Policy. The Policy represents a substantial uplift in planning controls on residential zoned land that is within 800m walking distance of nominated town centres. Spit Junction is a nominated town centre in Mosman with Cremorne also identified. Further details of the proposal are still to be received by Council but in light of the significant impact the changes will have on the Mosman community a public forum is being planned to help inform the community about the changes.
