Citizen and Young Citizen of the Year

Mayor Carolyn Corrigan reported on the local Australia Day celebrations at Mosman Drill Hall, including the citizenship ceremony for 98 new citizens, a community BBQ and the announcement of Mosman’s 2022 Citizen of the Year and Young Citizen of the Year.

The 2022 Mosman Citizen of the Year is Andrew Del Riccio, Musical Director of the Mosman Symphony Orchestra and the 2022 Mosman Young Citizen of the Year is Mosman Youth Centre volunteer, Marina Viese Vivaldi. Mr Del Riccio was congratulated for his ongoing dedication to the Mosman Symphony Orchestra in the roles of both conductor and director and Marina, who was present at and addressed the Council meeting, was acknowledged for her many achievements, including numerous volunteer roles. Mayor Corrigan also thanked her colleague Councillor Michael Randall for officiating at the Australia Day celebrations.

MOSPLAN and Budget Quarterly Report – October-December 2022

The second quarterly report detailing progress against Council’s adopted Delivery Program, Operational Plan and Budget for 2022-2023 was presented to Council. The report identified good progress in service delivery and solid financial results, despite some ongoing challenges associated with return of services following COVID lockdowns and the inflationary environment over the quarter.  

Successful Grant Outcomes – Mosman Flood Study and Georges Heights Pavilion

Reports were presented to Council advising of two recently successful grant applications. The first grant of $108,000 from the NSW Department of Planning and Environment will assist in meeting costs associated with the preparation of the Mosman LGA Flood Study. It is expected that consultants will be appointed shortly to undertake this work, with a Draft Flood Study and Consultation Strategy scheduled for completion in mid-2023. The second grant of $128,000 from the NSW Football Legacy Fund will part-fund works to be undertaken by Council to upgrade the sports pavilion adjacent to Georges Heights Oval. This work will involve refurbishing the ageing building and improving the facilities available to female players.

Changes to Planning Panels

A report was presented to Council outlining a range of changes to Planning Panels by the NSW Government, due to take effect from 24 April 2023. These changes impact Local Planning Panels, including Mosman’s, as well as Sydney District and Regional Planning Panels more broadly. In relation to Local Planning Panels (LPPs), changes include mandating minimum numbers of experts and community representative in LPP pools, regular rotation of LPP members to randomise panel membership, additional checks for community representatives and clarification relating to applicant briefings of LPPs. For Sydney District and Regional Planning Panels (RPPs) the changes also include regular rotation of members to randomise panel membership, checks for community representatives, encouragement of a minimum 4 alternate council members to sit on each council’s relevant RPP and appointing a minimum of 60 experts in the pool from which Sydney District and Regional Planning Panels can choose. Having considered the report, Council resolved that the General Manager, in consultation with the Mayor, appoint 1) 10 additional members to the pool of experts for the Mosman LPP, and 2) selected members to achieve 4-6 community representatives on the Mosman LPP. Expressions of Interest will be sought shortly for appointment of additional community representatives to the Mosman LPP. Further, Council resolved that Councillor Michael Randall be appointed as an additional member in the pool of Council members for the Sydney North Planning Panel.

Mosman Street Blade Renewals

A staged rollout of new street blades has been taking place in Mosman since a new design for these blades was approved in May 2021. Council has now endorsed a new procurement process which will facilitate greater efficiencies in the continued rollout of the street blades over the next three years.

Mosman Youth Development Centre 

Following consideration of a Notice of Motion relating to the Mosman Youth Development Centre, Council resolved that a report be provided at the next budget outlining options and cost estimates for a review of the Centre’s name and entrance including signage to ensure it is both welcoming and easily located.
